The only game I can think of is a developed isometric called "Runescape"
If you have not heard of it it has several million members and numerous free users. The game also has the most considerable number of tasks that are completable by a completely free player. The membership includes access to frequent updates that ensure the game remains interesting.
Update: It is not "TRUELY" free as you will come to a point where a nonmember can accomplish nothing more and will be forced into a membership to continue to experience the game. The member ship is only about $6 a month, around the same as an xbox live gold subscription.

RUNESCAPE beats both these Games and more importantly is TRUELY Free as unlike the other you never have to buy items for real to advance through the game,
